By Whom: ARTHUR MITCHELL, JR.ARTHUR MITCHELL, JR. stated that VERNON BUNDY had made a deal with District Attorney JAMES GARRISON which caused BUNDY to testify against CLAY SHAW at the preliminary hearing. MITCHELL stated that ALBERT TERRELL FRANKLIN, colored male, FBI #903 741 B, date of birth July 1, 1936, and CARL TADDEUS ALEXIS, colored male, FBI #533 127 F, date of birth December 13, 1942, were arrested by the New Orleans Police Department on January 28, 1966 for burglary. FRANKLIN received 14 years and ALEXIS received 9 years by Judge BRANIFF in Orleans Parish Criminal Court on March 8, 1967. FRANKLIN and ALEXIS claimed that if VERNON BUNDY had testified in their behalf at the trial, FRANKLIN and ALEXIS would not have been convicted. FRANKLIN and ALEXIS claimed they were innocent of the burglary charge. MITCHELL alleged that at the trial of FRANKLIN and ALEXIS, BUNDY was in the Central Lockup on a different charge but for some reason did not testify in behalf of ALEXIS and FRANKLIN even though there was a subpena for BUNDY to testify at the trial of ALEXIS and FRANKLIN. MITCHELL alleged that subsequent to the trial of FRANKLIN and ALEXIS for burglary, BUNDY was moved from the New Orleans Police Department, Central Lockup, to the Orleans Parish Prison. where FRANKLIN and ALEXIS were kept prior to their removal to Angola Prison. MITCHELL claimed that ALEXIS and FRANKLIN beat up BUNDY when BUNDY was moved from the X tier to the 3B tier in the Orleans Parish Prison and that BUNDY knew that if BUNDY was sentenced to Angola Prison (which BUNDY knew was likely), ALEXIS and FRANKLIN would make life difficult for BUNDY. MITCHELL alleged that ALEXIS and FRANKLIN beat up BUNDY on a Monday, that BUNDY had a visitor on the next Wednesday, and that on the following day, Thursday, was separated from the other men and that BUNDY subsequently testified against SHAW at the preliminary hearing. MITCHELL alleged that after BUNDY testified the rumor in the Orleans Parish Prison was that BUNDY had made up the story of seeing SHAW and OSWALD together in order to get a deal from District Attorney GARRISON. MITCHELL alleged that the rumor was that BUNDY had started to formulate the story by testing out two versions to some of the inmates that BUNDY had seen SHAW and OSWALD together in front of a department store on Canal Street while BUNDY was waiting for a bus. The other version was the one that BUNDY testified to at the preliminary hearing. MITCHELL alleged that BUNDY never spoke to him about the different versions. MITCHELL refused to say who BUNDY spoke to about the two versions. MITCHELL stated that although one inmate (MITCHELL refused to give the identity of the inmate) in the prison has alleged that BUNDY started to put together his story before ALEXIS and FRANKLIN beat up BUNDY, it was MITCHELL's opinion that the beating plus the anticipated bad time BUNDY would get at Angola from ALEXIS and FRANKLIN was very instrumental in causing BUNDY to testify against SHAW. In return for this, BUNDY wanted District Attorney GARRISON to keep BUNDY out of Angola Prison and away from ALEXIS and FRANKLIN.
