From Gary Savage's "First Day Evidence":
Officer A:
"...When the first shot was fired...I saw the concrete burst into a cloud of dust when that bullet hit the curb."

Officer B:
"The first shot apparently missed the limousine as it hit the curb..."

Officer D:
"I was looking at the President when the first shot was fired. It missed."

From Jim Marrs' "Crossfire"

Royce G. Skelton
"I saw something hit the pavement at the left rear of the car...and I heard two more shots."
However, Skelton also heard a fourth shot and saw another pavement strike.

Austin Miller did not specify which shot, but said:
"One shot apparently hit the street past the car..."

These witness accounts do not establish to a certainty that the first shot missed and struck the pavement, but they do not preclude the possibility
